  About Haidian Science Park



 

Zhongguancun Haidian Science Park was originally called the Beijing New Technology Industrial Development and Experimental Zone which was China's first state-level high-tech development zone. It has relied upon renowned universities and research institutes such as Peking University, Tsinghua University and the Chinese Academy of Sciences for its development. Covering an area of 133 square kilometers, Haidian Science Park first emerged in China as the world-famous "Zhongguancun Electronics Street."

With its exceptional advantages in scientific and technological resources and unmatched pool of innovative talent, Haidian Science Park has grasped the historical opportunities offered during China's transition to a market economy and made remarkable achievements in its development over the past two decades, seeking truth and innovation with a pioneering and enterprising spirit. At present, the park hosts over 15,000 enterprises. Among the 53 state-level high-tech development zones, its economic aggregate has remained at the top of the list. Enterprises in the park have won the first prize of the National Technological Progress Award seven times, the most notable of which was the "Xingguan (Star light) Digital Multimedia Chip" invented by Vimicro. Lenovo and Sohu have become sponsors of the 2008 Olympic Games; Baidu, Vimicro, Origin Seed and other companies successfully went public on the NASDAQ stock exchange, where half of the listed Chinese companies are from Zhongguancun. With such shining stars as Lenovo, UFIDA, Stone, Peking University Founder and Tsinghua Unispendour, many of Zhongguancun's new high-tech enterprises are making their presences felt and staking out prominent positions in the international market. Many of the world's top 500 companies have established subsidiaries or R&D centers here, turning the Park into the home base for IT-oriented high-tech companies and the R&D arms of other companies. On April 30, 2004, the Administrative Committee of Zhongguancun Haidian Science Park was re-organized, symbolizing that Haidian's advanced productive forces have stepped onto a new platform in terms of the relations of production, and that the high-tech industries of Zhongguancun have entered a new stage of historical development. During the 11th Five-Year Plan (2006-2010), Haidian Science Park is expected to still enjoy an annual economic growth of 18%. Priority will be given to software and integrated circuit industries, creative industries, new materials, biotechnology and pharmaceutics, while promoting quality-oriented growth in the optomechatronics industry. It will further solidify and sustain its leading role in developing the electronic information industry. Efforts will be made to facilitate the rise of star enterprises that hold intellectual property rights. The central role of industrial bases and industrial parks in integrating industries will be fully utilized to enhance the core competitiveness of these industries. University science parks and startup business parks for returned overseas students will be further developed as important platforms for fostering rising industries. On this brand-new stage of development, Haidian Science Park will embrace an even more bright and vibrant future.

Location:

Covering an area of 430 square kilometers, the Haidian Science Park, is situated in the northwestern part of the capital city of Beijing. It borders Xicheng District and Chaoyang District in the east, Xuanwu and Fengtai Districts in the south, Shijingshan and Mentougou Districts in the west, and Changping County in the north. It stretches from latitude 39°53' to 40°09' north, and longitude 116°03' to 116°23' east. Haidian is approximately 30 kilometers from north to south and 29 kilometers from east to west.

 

Rich History and Cultural Traditions

Haidian Science Park is located in one of Beijing's most famous tourist areas--the Haidian District. With its beautiful natural surroundings, numerous cultural attractions, and inviting imperial gardens, Haidian is abundant in tourism resources. Haidian also provides an excellent living environment. There are 262 historical sites and 69 state protected cultural sites in the district, including one that has been listed as a world historical and cultural heritage site. 

  

Technological, Educational and Human Resources in Ample Supply

Haidian Science Park is situated in the heart of Haidian, a district famous throughout the nation for its scientific, educational and cultural development. The district is home to 78 institutions of higher learning including Peking University and Tsinghua University. More than 300,000 college students, graduate students and doctoral students and over 10,000 foreign students study here every year. Based here are also 213 research institutions represented by Chinese Academy of Sciences. Academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering in Haidian account for one third of all academicians in the nation. Of all the "863" and "973" national research projects currently in progress, up to 30% of them are conducted in this district. You can also find here 19 museums and 305 libraries, including the National Library of China.

Of the 350,000 people working in Haidian Science Park, about 80 per cent (278,000) have at least a three-year college education. About 9.2 per cent (32,000) have master's degrees, and 1.7 per cent (5,900) doctoral degrees. By the end of 2005, the number of companies with a post-doctoral program has increased to 19 in the Park. The Park has seen its enterprises receive more awards for their post-doctoral work at the National Meeting for Commending Excellent Post-doctoral Work than any other science park in China. 

Leading High-tech Industries

Haidian Science Park takes the information industry as a main focus while it is also committed to the development of a multiple-dimensional industry structure that covers new materials, new energy sources, environmental science, optomechatronics industry, and biotechnology and pharmaceutical industry etc. Such a structure can promote industry alignment through industry chains that are marked with regional and corporate competitiveness at the core.Besides maintaining a leading position in traditional industries such as computers, software, integrated circuits, Haidian Science Park is taking a forward outlook on high-end industries and is committed to the development of key sectors such as the creative industry, AVS, Ipv6 and 3G etc.

Haidian Science Park has also taken the initiative to vigorously develop the creative industry that combines technology and culture. It stives to build up the Zhongguancun Creative Industry Base. The establishment of Zhongguancun Creative Industry Park will turn the area into a base for the commercialization and incubation of the creative industry. The Park will also provide a base for creative talent development and centers for exhibitions, exchanges and demonstrations by the creative industry. The core technologies and patents of the AVS standard, of which China holds independent intellectual property rights, all belong to the scientific research institutions and high-tech enterprises. A whole industry chain surrounding the standard and consisting of chips, software, computer systems and program production has been established. Haidian Science Park has the most suitable environment for IPv6 application. Its network infrastructure is comparable with that of first-class cities. It also has an advanced communications and telecom network with increasing broadband access and smart communication services.

Haidian Science Park has become the locomotive and pillar of the regional economy and the engine that drives forward the knowledge-based economy of China's capital city. Zhongguancun has become a famous brand name for China's high-tech industries, and a platform from which China's high-tech enterprises go overseas and join the international competition. It is at the forefront of the international competition for the control of commanding points in the world's high-tech industries.

Boosting Development through Innovation and Creating Wealth through Science and Technology

After more than 20 years of development, Haidian Science Park has forged a path to success by adhering to a few key principles such as "Innovation is the driving force; Follow the market; Enterprises as key entities; Government is key in building up and optimizing an environment for development".

National Technological Innovation Demonstration Zone: In recent years, enterprises in the Park have received many state and provincial-level awards for achievement in science and technology. Enterprises in the Park participate in a number of key projects such as the "863" National Program, National Torch Program, National New Products Program and Innovation Fund. The number of these key projects has increased significantly. Due to this fact, the Park enjoys a leading position ahead of similar science parks. There have also been a number of innovative achievements within the field of independent intellectual property rights. The successful development of the Dawning 4000A Super Computer has made China the third country in the world that can produce and apply super computers which can perform more than 10 trillion operations per second. "C-Core" chips represented by "Xingguan (Star light" series digital multimedia chips, "AVS101" high-definition decoder chip, "Dragon Chip" were all developed in Zhongguancun. This ended China's lack of self-developed chips. the TD-SCDMA 3-G mobile communications system standard, as the international standard proposed by China using its own patented core technology, is expected to lead the future development of the communications industry in China. As such, D-SCDMA is expected to play a leading role in the development of the Chinese communication industry in the future. Some of the core members of the TD-SCDMA industry alliance are based in Haidian Science Park.

Resources for innovation continue to gather in Haidian Science Park, which is emerging as a world-class R&D center. Haidian Science Park has more than 40 R&D institutions set up by multinationals. Nearly 500 national key labs, national engineering and technology centers and large enterprise R&D institutions are based in the Park. These institutions have significantly boosted the headquarters economy that is spearheaded by the R&D sector and helped Zhongguancun to establish its position as the most important source of technological innovation in China.

As the most dynamic area for the exchange of technologies, Haidian Science Park has become the national center for technology demonstration and commercialization. In 2005, Haidian Science Park registered 13,182 contracts related to technology transfers The total volume of transactions reached RMB 16,502 billion, 29 times larger than in 1999. In 2005, the total transaction volume of the Park accounted for 33.71% of that in Beijing and 10.64% in China. More than 50% of the technological developments are commercialized and transferred throughout China and even around the world.

Planning and Construction

Based on the principle of forming industry clusters, Haidian Science Park has built up 12 specialized parks and industry bases such as Zhongguancun Plaza, Tsinghua Science Park, Shangdi Information Industry Base, Zhongguancun Software Park and Yongfeng Base etc. It has basically built up industry cluster areas for computer and network products, software and system integration circuit design, and new materials etc.

The Future of Haidian Science Park

In the future, with necessary reforms as the platform and independent innovation and financial innovation as the driving forces, Haidian Science Park will vigorously promote the development of its innovation-driven economy and achieve a leapfrog development. Zhongguancun Haidian Science Park is expected to be built into a worldwide innovation economic zone by 2010, representing China's innovation economy internationally. It will take the lead in the world in terms of scale, market status and technological level for several industries.
