Driven by China's reform and opening to the outside world and the world new technology revolution, the hi-tech industry in Zhongguancun Haidian Science Park has emerged, developed and become increasingly stronger in the rapid developments of the market economy and economic globalization. After experiencing "dancing with wolf" and cutthroat competition in a pioneering age, it has successfully completed its mission of primitive accumulation. The people of Zhongguancun have ushered in a new era, and begin to keep close watch over the internationalization more confidently.
To play a role in piloting the businesses in Haidian Science Park, Haidian Science Park has adjusted its strategy in time, and put forward the new service philosophy under the new situation, that is, to construct an interactive service platform for businesses, organizations, experts, and governmental departments in the park. In July, 2003, with the support of Beijing Municipal Science and Technology Committee, the Ministry of Science and Technology of the PRC and the Torch Center held in Haidian Science Park a business internationalization symposium at which the idea of "it is a must to construct an international cooperation and exchange platform in Haidian Science Park" is created, and the idea was supported by the Ministry of Science and Technology of the PRC, the Torch Center, and by the businesses participating in the symposium. In February 2004, the Ministry of Science and Technology of the PRC and the Torch Center approved in writing that Zhongguancun Haidian Science Park would be selected to take charge of the R&D of this project. Accordingly, Haidian Science Park became the only pilot unit taking charge of constructing a one-stop service platform for hi-tech businesses to "go international".
The responsible judgment and reasonable adjustment of Haidian Science Park have brought new development opportunities and environments for the businesses in the park. Haidian Science Park has adjusted its strategy in time, and seized the opportunity for transition to "four in one"as positioned by the National Conference of Science and Technology. Either in strategic positioning, service method or in implementing the requirements of the Ministry of Science and Technology of the PRC and of the National Conference of Science and Technology, Haidian Science Park has made pilot immediately and implemented it immediately, and accordingly has won precious time.
